一、研究院基本情况
I. Basic Information about the Academy
亚太人才服务研究院（英文名称Asia-Pacific Talent Service Academy，缩写为“APTSA”），是集人才服务业智慧韬略，建设人才服务行业发展的智库和信息交流平台，成为中国及亚太地区人才服务业理论专家、资深学者、实操专家的研究组织，重点开展“行业动态、产业研究、人才智库、能力模型、调研报告、咨询培训、交流合作、论坛展览”等研究和活动。
Asia-Pacific Talent Service Academy(hereinafter referred to as APTSA) is the think tank and information exchangeplatform which integrates the talent service wisdom and talent servicedevelopment. It acts as a research organization for theoretical professionals,experienced scholars and practical experts of talent service in China and AsiaPacific region with main research and activities of industry trends, industryresearch, talent pool, capability model, research reports, consulting andtraining, exchanges and cooperation and forum and exhibition, etc.  
  
二、研究院的主要工作

1.为政府、人才服务企业提供管理咨询；
1. Provide management consulting forgovernment and talent service enterprises;
2.开展人才服务业研修和培训，根据政府、企业个性化需求定制研修和培训班；
2. Research and training of personnelservices and provide customized research and training program according to thespecific needs of government and enterprises;
3.参与政府人才服务类项目、课题研究；
3. Participate in the research ofgovernment talent service projects and subjects;
4.搜集产业信息，关注产业动态，编写行业研究和发展资讯；
4. Collect industry information, focus onindustry trends and develop industry research and development information;
5.研究人才服务产业发展趋势及商业模式，输出人才服务业专题研究报告；
5. Research on the development trend and businessmodel of talent service industry and develop special research report of talentservice;
6.策划组织博览会、高峰论坛、研讨会，举办专题研修班或培训班；
6. Plan and organize exhibitions, summit forum,seminar and hold seminars or training program;
7.发挥网络、微信等社交载体，促进与行业内外的交流和合作；
7. Promote exchange and cooperation within theindustry with the assistance of network, WeChat and other social media;
8.开展国外、境外人才服务业考察活动，增进国际间交流和合作。
8. Carry out overseas talent service research andstudy activities to enhance international exchanges and cooperation;

     聂有诚：江西师范大学化学教育专业，本科学历、理学士；高级讲师，人才服务的研究者、践行者。

     2015年7月至今，亚太人才服务研究院执行院长，兼任全国工商联人力资源服务专业委员会委员，深圳市人才交流服务协会副会长、广东省人力资源研究会副会长、上海人才服务行业协会特聘专家。

     2004年8月-2015年7月，任职北京外企人力资源服务有限公司（FESCO）深圳公司。2005年与FESCO合资组建成立“深圳市方胜人力资源服务有限公司”，任董事总经理，2015年深圳方胜与世界500强企业Adecco（德科）的合资，更名为“北京外企德科人力资源服务（深圳）有限公司”。

     2003-2004年担任上海人事局所属的“上海人才派遣有限公司”（现为任仕达中国公司）总经理助理。

     2000-2003年任深圳市鹏劳人力资源管理有限公司（前身为深圳市鹏劳职业介绍中心有限公司）人力资源派遣部部长（部门创立者）曾在劳动就业部门工作6年，任企业科、就业科、职业介绍中心和酒店管理等职；师范学校教学、党办和校办企业工作10年。
